Because one is streaming, where you don’t possess the music but have to visit YouTube to listen. YouTube can track each single time someone listens to a song and use the data to reimburse the intellectual property managers and through them, the artist. That is, at least in theory they could and would. They have contracts with the publishers and split the revenues with them, somehow.
By forcing you to stop by each time you want to listen to a song, they can also send you advertisement and other content proposals.
If you download the music, it’s in your possession and you can (technically, not legally speaking) listen, redistribute, whatever and no one will again track how many times, who and where and reward the authors.
